That's what the rules say - but it's under 18, not 13.

A few reasons -
Responsibility, one.
Parents should know about their children sending/giving out their residence address, two.
And for the fact that I said so.

Calling cards are cheap and easily obtainable.

If anyone has any issues with the rules/concerns of this swap - easy... don't participate. The new rules of this swap are something Amy & I talked about in previous gift swaps and I've decided to use them as well for this one.

I was going to make it that NO one under the age of 18 is allowed to participate, however I do believe this way is reasonable.
