yes, he has to. He will never in his life be trusted off leash. Thank god for dog parks. After 5 years of training, he almost heals with a prong collar.

That manner of walking is called "heel" or "At the Heel" because the dog
must walk at your heels. Never in front of you.

Since I live in the city, my dogs cannot be off leash at all unless I take
them to a dog park.
