I dont know about Tangp, but Happy is the same way, she is very fear agressive with starnge dogs, when she is on leash she will snarle and lunge and bark, no matter what I say and I cant control her, but off leash I say "leave it" and she behaves as if the dog dont exsist.

Thats EXACTLY how Rebel is on a leash. We are working quite a bit to correct it not though.

When we go for walks both Riley and Rebel are on their leashes. They go off of them in parks etc to play ball and frisbee.

Both of my boys are on leashes when they are on walks. I know that Frisk would behaive wonderfully without a leash, but its a rule in town that your dogs must be on a leash at all times when in public.
So leashes for both of them.
