Schipperkes are only about 10-13 inches tall, so I definately think she's mixed with a breed that is a little bit taller and hairier...not sure what thoughBut the Schipperke was my first thought too.

I definitely see Schipperke in her. Possibly BC or sheltie too. She doesn't look like she's very tall from the pics and she's quite fluffy. Shelties can really vary in height and her coat reminds me of one so that'd be my best guess
