This is something that needs to be corrected yes, therefore a stern "NO" is needed but most likely this is not just a simple housebreaking accident, most likely it is a dominance issue and additional training is necessary.
The sooner you get him neutered the better the chances you have of breaking this habit. Most vets will accommodate their clients with special needs like this one & if you explain your problems you should be able to get him in within a week or less to be neutered.
It sounds like he thinks he is or is trying to become leader of the pack & he needs to learn that you (the people) are the leaders of the pack, some overall basic obedience training would certainly help too. Not to be rude but I have noticed that you have been having quite a few different issues with training/behavior problems with your dogs lately. Therefore I strongly suggest you get both of your dogs into a reputable obedience class asap.
The NILIF rules would be mighty helpful too. Which is where you make the dog obey one or two commands before he gets ANYTHING. If he wants to eat his meals he has to sit, he has to shake to go out to potty, lay down to be petted, etc...
Also do not allow him on any beds that people sleep in no matter what & if possible, especially until you get these problems under control I wouldn't allow him up on any furniture either. Also if you are one to pick him up if he causes any problems (ex. if he barks & picking him calms him down etc...) I would stop.
