Sorry but I have to agree, you said MANY times before you were leaving but never did... this time I'm not sticking up for you like I did before.
It's most certainly not your neighbours fault. I know we aren't getting the whole store here because their must be a much larger problem if your neighbours called animal control. If you were feeding, walking [etc] Roxy like a normal pet owner, I am pretty sure your neighbours would not call.

I think you need to think about whats best for Roxy and not yourself . Just cause you want to keep her dosent mean shes happy...I know its hard but alot of these people do know what they are talking about and I know many of them feel the same way about re homing her.(or they DID)
