I've never heard of this before, but if you think it's infected, please take the dog to the vet.

I highly doubt it is ringworm as that is usually more of a purpleish, blackish, blueish color, almost like a bruise. But then again I don't think I've ever seen ring worm on a foot pad either.

Frostbite can turn skin & the like white. It could be some type of scab or the sorts too.

Since it is obviously is bothering him I'd take him to the vets.
