I have tried over and over and over explaining the pros of neutering but he won't hear it. Even when we were there Peanut lifted his leg 3 times in the house, I tried explaining if he was neutered he wouldn't do that but he is the type of person who always knows everything and won't take advice from anyone

Wow, you were right, actually I personally think he doesn't resemble either breed all "that" much. You can see some JRT in him, but not a lot.

Well once he starts doing it, neutering won't stop it because he already knows to do it, if that makes any sense. Maybe not for marking but just like when male cats spray in the house because they aren't fixed. Once they start doing it, fixing them doesn't make the behavior go away entirely.
