I know for a fact that cats often like the taste of water that's different to their normal fresh water. Zsa-Zsa often drinks rainwater collected in puddles and cats like the taste of pond water apparently. But bathwater? Well, i suppose it's possible that the bubble bath you use could taste nice to them. I'd discourage them from drinking the water though, as the bubble bath could contain chemicals which could harm them.

I don't know why he does it because as you said I always put freshwater for him put I guess it is just for a change. My other cat, Coco that goes outside always drinks out of puddles and the water that trickles out of the fountains. It is so cute. Caramel even drinks out of glasses of water if you leave them around. He sticks his face in and licks and sometimes he knocks the glass over lol! I love them anyways though. Just becareful though to make sure your cat doesnt drink any bath product or cleaner and it should be ok as long as you dont mind them doing it 


I even leave the water running during the day so he has 24-hour access to fresh water - even though all the water bowls also have fresh water, he prefers it on-tap
