Dogs are carnivorous - they harbor a bacteria called coliform in their gut, from eating meats. (Same with humans who eat meat.) Their 'crap' gets into our water system and causes coliform levels to rise - which is harmful to humans and animals.
Horses eat grains, veggies, etc. Thererfor their 'crap' isn't harmful....well, to the nose it is.

Where we dispose of our dog's poop. It apparently turns the crap into a harmless liquid that's "safe" for the environment. (This was a part of my Biology class last year. )
