Apparently it is, I'm always having to put the roll on the holder. It's not so much an issue at my parent's house where I'm living, but, my friends are a different story! And, one thing along the same lines...I always put the toilet paper with the paper going over the top, and, it's a peeve of mine when the paper is under the bottom. I'll change it if I'm able to.
