Keep an eye out for low cost spay/neuter clinics and weeks. There's only two vets in your area? There's at least 15 here lol. Did your mom ask the Humane Society where they get there's done? Could they recommend a place that does it cheaper?

And remember-$280 is a lot cheaper than a litter of puppies, or a surgery for a problem associated with unspayed dogs.
