Well you can do it in a program as basic as MSPaint. OR if you want to upload them online, I know with zoto.com you can resize them to a custom size online AND you can also crop your photos all online.

Well exactly - I saw someone resized them, but for the future if you - or anyone else for that matter - need to resize something they will know where to go
