It could have been an elderly person owned her at one time, and if they were in a nursing home, or passed away, many management companies will just let pets out so they can clean a place out and re-rent.
We are convinced that this is what happened with our Samson. He was obviously loved by someone at sometime, but he was also obviously dumped out in the country and had been on his own for awhile.
