"Crying Out" while in or near the litter box is sometimes a signal
of a Serious Problem >>>
Has he been *peeing* the proper, normal, amount?
And making "wet spots" EVERY time he tries to *go*?
If he attempts to pee, but nothing comes out -
it MAY indicate a Blocked Urinary Tract -
which will quickly build up toxins in his body.
IF that's what's wrong - it is a Red Flag Emergency -
and can't *wait* - he needs to see the Vet *NOW*!
Wait too long, and it can be fatal. 
Boots, Fister, and several other PT Kittyies have suffered from
this condition - most required Sir Jury for a permanent "fix".
Some cats try to fix the "I can't *pee* problem" by reducing the
amout of fluids they consume - makes the toxin problem
even worse!
