Juni had in the end of April something very similar, only it was only one eye and it was more swollen and red. We gave her antibiotics and eye drops, and it helped reduce the swell only a little. After a week, I called to tell the vet that it doesn't seem like there's a big change and then, the vet suggested Dexametazon - two or, if necessary, three injections (intramuscular). After the first injection (12-20 hours) you could see the change and we only gave her the second, but not the third. I was very happy to see my baby's eye all normal in 3 days.
I don't know if Tabitha has the same problem, but you can at least ask the doctor. (Our vet could not tell us exactly what that was, except that it was an eye infection, and why it happened).
We gave her 0.1 ml for one kilogram of weight - around 0.3 ml each time.
