If his mouth is fine, it's probably something inside his body that's causing his breath to be bad. Like pethop said, gastrointestinal disease can cause bad breath. If the vet doesn't find anything wrong, I'd recommend giving him lots of chews. Raw bones, nylabones, kongs, etc. You can also feed him fresh parsley and cranberry.
