The picture under your name is an "avatar" and you can add it my clicking user cp at top of the screen and then "edit options" - scroll down to the bottom and there is a place to upload a picture - it has to be under 60x60 pixels. The avatar can be something you have on your computer.

To get the line and something under it - start with user cp and then click "edit profile". About half way down you will see "signature" and that is where you can write something or put a quote, etc. If you want a picture - it does have to be stored somewhere like Laura explained in the above post.
