The apple don't fall far from the tree. This guy is a jerk as is his son for hurting that poor animal!!Why would he encourage his son to do something like this, and then tell others about it and laugh about it?!?
IRescue452 has the right idea. I'd also call Social Services and voice your concerns, as well as animal control.
