Well, it was sure lucky for her that you were there to get her out of the traffic (and lucky for you that you had treats to keep her distracted ). Hopefully her owners will learn from the experience and either make their fence more secure, or make sure she is supervised whenever she is outside. It is always scary when you see a dog running along a busy street. Good for you for trying to help her.
