Yes at least two of my three cats have played in the garbage before. Storm likes to chew on plastic things. He'll even chew on the plastic garbage ties. When I kept my garbage under the kitchen sink, Sunny and Storm would get into it fairly often. I now have a garbage can with a lid on it.
