I can only speak for myself, but yes, I can hold Blink and he is also very good at letting anyone else hold him too. When I first got him at a month old, he was very fast and very squirmy. But with careful daily handling, he is fine now, he'll sit on my shoulder while I do homework or walk around the dorm. Attached is one of his baby pics.
