I had a foster kitten who just got adopted who held her tail like that. Nothing seemed wrong with her, she could hold it other ways.
Same with Jewel. She moves it all over the place, just seems up is her favorite position!

Kittens and tame cats are adopted into good homes. Healthy adult cats too wild to be adopted are returned to their familiar habitat under the lifelong care of volunteers
