A contract laboratory does the work that the contractor cannot or will not do.

In this case it may be a hand washing by IAMs or it may be that IAMs may not want to do the dirty work.

To accuse IAMs without knowing how much they knew about what was going on at this contract laboratory may be jumping the gun a bit.
