I also wish it were a law that people spay/neuter their pets! And landlords should allow pets that have proof of vaccinations, and altering too. There's one housing complex near Leslieflenner that allows pets, but requires a copy of all the medical work and also a photo which is put in to the tenants folders. Great idea I think! Not only for the sake of the pets, but also for the people who are left to clean up the mess from the irresponsible ones.
