Tigger rarely goes on the road when he's outside, but I hate it when he does!

This morning I was letting Jasper in, and I seen Tigger walking out the drive-way towards the road, and I called him, and he USUALLY comes back, but today he kept going and he ran across the road right in front of a truck , he scared me to death, I didn't even know if he got across but then I seen him across the road.

Is there anyway to keep him off the road?? I know I will never be able to keep him inside lol but just off the road?
