They've arrested a 19-year-old guy who has reportedly confessed--although nobody's said why he did such a horrible thing:

Thanks to "Westy's law," which was named after a cat who was set on fire (and amazingly survived), animal cruelty penalties in Colorado have more teeth. Also, they're charging him with arson. So hopefully this scum will do time.
