This does boggle the mind, doesn't it?? Thankfully the woman who lost him at least had the presence of mind to notify shelters, etc. My Ripley wound up in a shelter after being picked up by Animal Control as a stray. When I first laid eyes on him he was underweight and had huge mats of poodle fur all over his little body. I can't imagine that someone didn't help this little guy somewhere along the way. Clearly he had been homeless and fending for himself for quite some time. No one called the shelter asking about him so fortunately, for me at least, he became mine!

Your mom is so sweet to have already been thinking ahead about his neutering and cataract surgery. I wonder if little pugster's owner realizes just how lucky she was that he wound up with you two. You are heroes for sure!
