You never know, if your words reached their small underused brain, they might try to think about what you said one day.

These type of people want me to bring back licensing for ALL pets.

I would gladly pay a yearly fee for my cats, in order to prevent previously neglectful owners from adopting again.

(I add 'not altering' an animal as neglectful, unless they are a breeders animal.)
