There's cold, and then there's "exposed skin will freeze in "x" minutes" or in certain conditions, it's less than a minute.

That's what the "feels like" is good for, frankly. And that's when parents wrap small children up so well they can hardly move - the less exposed skin the better! Have you ever gone outside with wet hair and had it freeze solid below the shoulder line? Ever been so cold you could no longer exactly feel your toes inside your boots?
