I agree with this 100%, but I wouldn't have stopped in the first place. That cop would have had to deal with the matter AFTER I got to the vet clinic! What an insensitive jerk - he needs his backside kicked and I imagine that there would be a whole lot of people willing to stand in line to do just that. I was outraged when I first heard this story. Those poor people and that poor little dog - how unnnecessary that this had to happen!
