This is such BS, wtf?

-the baby was unattended OUTSIDE
-the parents and grandmother were HOME
-the baby was left with TWO dogs outside

This is completely questionable, the puppy shouldn't even be WEANED yet, he's not even 8 weeks old. I don't believe a word of it.
