I actually 'used to' clip the tiels' wings, but haven't done so in a year. They just don't fly! I mean, they don't even know how. Popcorn can glide down pretty well, and does use his ability to get down from places 4 ft high or lower, but he too, prefers to use me as an elevator, and he can't fly 'up' either. I really don't know why, but my tiels can't fly, and they never have in the 7.5 years I've had them. I wouldn't recommend taking other birds out, but my birds are different. They're also pretty attached to me, and scream if I move away from them. I still keep a close watch on them, and put them on very low branches in the fenced yard when I'm at my parents'.
Now my brother's new tiels...(I know I haven't introduced them here yet) can fly VERY well, even with clipped wings, and there is no way any of us would ever take them outside.
