Yes there are laws and many people are prosecuted, just not all of them, as many times proving INTENT is difficult. Very few cases that cannot be won are followed up on.
Quoia was a foster but you will hear this term often on PT she is a foster failure. After all she had been through and how amazing she is, we chose to adopt her formally as our own.
