I agree with other peoples posts, I would take him since he seems like a stray, and then you could post signs of a found cat. then if no one claims him you cloud keep him. Hope everything goes well.
Yes it would be wrong and you should never do it
It may be wrong but I see your point, although you still shouldn't do it.
Wrong or not, that cat should not be roaming outside w/o claws or ID tags. Take him.
