Yeah, that's a tough situation. From what you've said, your sister doesn't even seem to think she has a problem taking care of the dog. Maybe you should just have a frank discussion with her and see what you can do. Even if she doesn't want to hear it, she is your sister so maybe she'll listen to you and give the dog to your mom.
