My dog's collars are loose around the house, but when we go for walks they get tightened or wear harnesses.
That's what I do, too. I want their ID tags on them, if they should happen to get out. But in the rare chance they might get their collar hung up on something, I want them to be able to pull out of it.
When I take them for walks, I just slip a choke chain on them.
