It's not the dial up connection/high speed it's the operating system. people are using. IE, XP, ME. Win 98
I am using ME and photos are hugh if they are not resized before uploading. Hubby has Windows 98 on his system and it's the same way.

Storage sites (photobucket etc) have editing features that will resize 50%, 75% for example of the original size of photo.
Using Paint Shop Pro before uploading is good program.
