It's a chow pup that has black dye on it.

A panda mix! I'd say Chow chow.
It looks kind of fake. But it looks like a panda/chow....must just have dye on it or something like Tiah said.
But even near his eyes?
That pup was on tv once,or i saw it somewhere. I believe its a Chow with its hair dyed.Obviously the owner is very safe around the eyes.

AW that Chow pup is so cute.
I would'nt personally ever put dye that close to my new puppies eyes!! but who knows why they did it.. It sure was creative. .. ..

Pekingese come very close to looking like that when they are puppies and have that colouring. There is a bichon pic on dogbreedinfo.com that is trimmed and dyed to look like a panda. Depending on what kind of dye it is, it can be perfectly safe. Very cute I think.
