    This is a darn good place to start. I don't like that it exempts farmers' however.

    Oh great, good start, BUT.... they are exempting the biggest offenders by giving famers an out, all of my cats are ex ferals born to ferals, born to ferals, born to the local famers unfixed cats, at one time there were over 100 until he started shooting them, i rescued my 20 and tnr'd the rest.
    Darn if they gonna do it I wish they would do it right.

    YIIPPPPEEEEEE!! That's not right that they exempt farmers from that law, though. Hopefully other states will follow suit.
