I was going to send someone a PM until I noticed they didn't have a PM button on their post. I'm curious as to why a person would decide that they didn't want to receive a private message.

Some people turn it off if they have been in a disagreement with someone, and don't want the responses. Some people turn it off for reasons like not wanting to get PM-notices popping up at the office ... though that is a feature you can disable.
