The protein test only counts nitrogens; melamine has a lot of nitrogens in it so will give a higher "protein" level. I wonder if this hasn't been going on for a long time, but the dose was low enough to not be toxic. Then they got really greedy, and said, Hey, let's spike some MORE melamine in! (JMHO)
