Well, I'm no expert but I have assisted someone else in the past. She was our "kitten lady" for our local humane society. After feeding, she would get moist soft cloth and lightly rub the bum and around that area. That's what the mother does to get them to pee and poop. You say you are rubbing the tummy....try moving down south a little more.
