It is so very tragic that we humans have created this plight for a breed who at one time was considered noble and respectable. I hold the owners ultimately responsible. THEY should be punnished to the full extent of the law and held accountable for all expenses, including remuneration for pain and suffering to dear Perry and Daisy, as well as to Jackie and Don.
