Wow, the differences in countries!!
At home my parents are moving due to the "neighbours from hell". My step-dad works nights so sleeps during the day - all the work they have done to the house (semi-detatched so joined to ours) was like they rebuilt the place (it started at 7am and stopped at 7pm) they knew us and my step-dad's position before they moved in but never once apologised.
They have 3 dogs they NEVER walk in a tiny garden and these dogs have broken the fence when trying to get at our elderly cat while he sunbathed in our secure garden.
They breed rabbits and guinea pigs in a shed and attracted wild rats - told us we weren't allowed to feed the birds anymore and put down poison without telling us. And they have some bricks piled against the fence so they can stand on them and look into our garden over the 6 foot fence, and my parents put up that fence so I could sunbathe without being watched!!
They also have in front of their house a very rude concrete sign which says "hello welcome now Pi$$ off" - how disgusting is that!!
As for grass cutting our guinea pigs eat most of ours for us but he next door insists on mowing every Sunday at 7am which when I was home woke me up as I was working in a bar until 3am. There are no rules about having to cut it, but as has been explained here if it is for fire safety then it is important the grass is kept short.
I am looking for a house now and finding somewhere were noisy neighbours won't be is top of my list, nothing worse than having someone else's noise invading your home (and I can well believe people have gone mad and committed murder over it after living in halls at university!) I may be 21 but I am certainly respectful of other people's space and am not noisy at all myself.

shellonabeach - what an awful neighbor. That's just so sad that some people are so mean and spiteful and nasty. I hope you and your parents both find places with nicer people as neighbors.

Oh yeah!!
I lived on the first floor under a woman and 2 young children. When I signed the lease, my landlord ASSURED me that these children were very quiety and went to bed early. BULL!!!! These kids NEVER were allowed to play outside in the courtyard. So, they'd play ring-around-the-rosey in the livingroom! I complained so many times!! My landlord couldn't have cared less as long as the rent was paid. I called the cops one morning when her boyfriend's pitbull puppy, which they tied up to the bannister out in the hallway, barked endlessly!! I hated dreaded going home that's how bad it was. She finally moved and I told the landlord I wanted first dibs on the apartment so I could live in peace and quiet. Or so I thought...
Then when I moved upsairs, I lived over a woman and her daughter. This woman was impossible! Every little noise I made she'd bang on the wall. I'm not talking loud stereo music, wild parties or anything. I'm talking everyday living noises like vacuuming, etc. She would complain about my cats running around, and accused ME of getting them riled up just to aggravate her. She would actually drive to my landlord's home to complain!!
The apartment she lived in (I used to live in it before moving to the 2nd floor) had no carpeting, only hardwood floors, so everything echoed. I offered her carpeting I had in my storage bin to cut down on the echoe. She refused, saying the problem was me not the echoing. Boy was I glad to get the hell outta there!!

I have great neighbors :D Always have :D
My very next door neighbors own Pedro, Timber's boyfriend ;) There are lots of other dogs on the street too, and most of the owners let Timber come over and play...Except these new people that i'm not so fond of....
They own a beautiful pit bull named Roxy. One time, she ran out of the yard, all evil-like, barking and snarling at Timber, but then she jumped all over Timber, wanting to play! :) And so far, they don't want her to play with timber. But she's free to play with Pedro all that she pleases! So unfair...Also, they have LOUD parties every Saturday, and the HUGE mist of weed comes over to my house  I hate smelling pot, it's gross.
The neighbors at my dad's house are great too. They are some of the best, most decent people I know. They are very friendly italians, and they always give me food, and let me watch movies and dvds. We've had so much fun bowling, sleeping over, going to the amusement park, they are such great friends! I haven't been to my dad's house forever though, and so I don't see them as often...Which means I don't get to see the pets at my dad's house..:( like the puppy....
