The tabby cat was found last Tuesday in the backyard of a home in North Philadelphia.
The SPCA says the cat had been wrapped in tape up to its head and had to be anesthetized and undergo a lengthy process to remove all the tape.
The cat, affectionately named "Sticky" by animal welfare workers, is doing fine.
Police were expected to release further details about the arrest on Monday.
The suspect could face up to 90 days in jail if found guilty and fined up to $750.

I could only even bear to read a little of this when I read that Sticky came out of this all right, physically anyway. I lit him a candle to help heal the rest of him: http://www.gratefulness.org/candles/...ng&cid=9255474
I cannot find words (or at least words that would be allowed on a public forum) to say what I think of his abuser and what should happen to him or her.

According to today's Philadelphia Enquirer, the Pennsylvania SPCA arrested 19year old James Davis for duct taping Sticky. He reportedly "impulsively" duct taped Sticky after seeing her in his parents' yard. He tossed her into the other yard after listening to her scream for a few hours. Sticky was found some 12 hours later dehydrated but not seriously injured. This creepazoid could be court ordered to psychiatric evaluation as part of his sentencing.
Meanwhile, several people have come forward claiming ownership of Sticky but so far none of the claims have been proven. About 100 adoption requests have been received and are being reviewed in the order in which they were received.
A vet staff member said Sticky was purring before being sedated so the tape could be removed.
Don't worry sweet Sticky, you're going to be fine. May you find your purrfect furever home where you'll always be loved and safe. And you might want to consider staying inside from now on
