Well the government claims to own all the wild animals. You need permits to hunt, permits to try and help an injured or orphaned one ect. Permits from the government because the government owns them. If you let animals you owned wander into the street and cause an accident you would be held liable. 'Bout time really.
In general I am for people being held accountable for their own actions instead but if they are going to claim ownership then they also get the responsibility.

This is a perfect example that our lovely (NOT!!) judicial system does NOT work.

As in the Jay Baldwin case, animals have absolutely no value to the judicial system. It sucks!!
