I showed this thread to my mom, and she said this:
it must have been a horrible thing for somebody to get rid of them.
i'm guessing they didn't see any other way out, and left the collars on
because they wanted the person where they left them to know that they had
loved them.
the economy is making things impossible for some people.
you can see they had been cared for.
my heart hurts for the cats and the former owners.
It's a total possibility that they did leave the collars on to show that they were very loved.
Has there been any calls about them??

They've been adopted. We just went out to walk the dogs tonight and passed by the neighbors house while the kittens were leaving with their new owner. I don't know anything about the lady adopting them, my neighbor was the one who adopted them out. She seemed like a really nice lady, she said she fell in love with them. She took them both, so they are staying together. :) I just had a email response earlier today from a rescue that said they would take them so either way they would have been okay.

Rescues RUN to get kittens like that! We had a man bring some into the shelter where I was helping out and the man had hardly left when they had a rescue on their way to get them. Glad to hear this had a happy ending and they didn't end up in a shelter and glad they got to stay together.
