Yes, you are right. It is rather an odd phrasing. I sometimes wonder how accurate these quotes are, since you can often see several versions of the same quote, all phrased slightly differently.
I'm sorry that one was confusing for you. Did you understand the general gist that the harder you work, the more luck seems to come your way? Or to put it another way, you create your own opportunies through hard work.
