As has every US administration in the post WW2 world. It all depends on your perspective.
Liz, there were roughly 5000 individual polar bears estimated in the 1960-70's.
Oil production in arctic regions really didn't take of as it wasn't economically feasible until the '70s.
The numbers now are roughly 25000.....a five fold increase from their population in the early '70s.
Oil exploration and production has harmed them how?
